If you get honored a ton during/after your restriction, you will start getting rewards sooner than someone who received a similar restriction but didn't receive many honors after. Unfortunately I started grinding honor too late (May) after previously only playing TFT for years (so that my honor decayed to 2.2) that at this point I can't get honor 5. I think it would make sense for them to continue having honor tokens, give Malz to honor 5s without a token like the victorious skin, and just put Malz in the store next year
